Kyaukpyu's strategic value is visible; its local return is not

A 50-year concession and large projected capacity sit inside mass displacement, military rule and unresolved project preconditions. Capacity is not cash flow, and strategic transit is not local consent.

Projected capacity is not construction, utilization or cash flow

Kyaukpyu's plan is large, its concession long and its ownership structure consequential. Yet the latest reviewed official status still described outstanding conditions precedent. The page therefore treats port capacity and benefit estimates as projections until construction, financing and operations are independently established.

The same discipline applies to the pipelines. Conflicting published oil-capacity figures and the absence of a recent audited throughput and receipts series are governance findings, not invitations to choose the more impressive number.

This does not prove that the project caused the conflict; it means conflict conditions shape who can negotiate, benefit, object and obtain remedy.

Rakhine's displacement totals make affected-community evidence essential. National GDP and a port's design capacity cannot substitute for it.

The military's record is dominant; other armed actors are not exempt

OHCHR's 2025 evidence attributes the great majority of verified incidents and civilian casualties to Myanmar's military and documents a sharp rise in verified airstrike deaths. It also documents serious violations by anti-military armed actors. Both statements belong in the same credible account.

The federal-democracy movement is likewise plural. Political institutions, civil disobedience, ethnic civil society, armed organizations, Arakan Army governance and Rohingya rights cannot be reduced to one opposition actor.

China emphasizes sovereignty, territorial integrity, an electoral roadmap and faster CMEC delivery. The minimum evidence is verified construction status, financing and guarantees, audited throughput and receipts, public environmental and social assessment, compensation, local procurement and employment, energy offtake, consultation and a remedy process accessible to displaced and stateless communities.
